To The San Marcos Unified School District Community from Tiffany Campbell Ed.D

To Our SMUSD Community:

Last evening at the Regular Meeting of the Governing Board, it was announced that an amicable separation has occurred between Dr. Carmen García and the San Marcos Unified School District. Dr. García’s full goodbye statement can be read here.  We thank Dr. Garcia for her service to the District, its students, employees and community, and we wish her well in future endeavors.

In light of Dr. Garcia’s departure, I have been placed as Acting Superintendent while our district begins the process of transitioning to new leadership. I have had the privilege of being a member of the SMUSD community for fifteen years, serving as principal of San Marcos Middle School and San Marcos High School before moving to the district office to serve as Director of Secondary Education, Assistant Superintendent of Equity and Secondary Schools, and my current position as Assistant Superintendent of Instructional Services.  My joy as an employee of this district has been eclipsed only by my joy of being a parent here as I have watched my daughter thrive in her elementary years at Joli Ann Leichtag and blossom into a self-confident seventh grader within the supportive environment of San Marcos Middle School.  It is through this lens, as a grateful employee and thankful parent within the SMUSD community, that I will work to serve as a collaborative partner with all of you as we move into the next phase of our school year.

I am happy to report that our Governing Board approved Safe School Reopening plans for both Elementary and Secondary schools, paving the way for a return to in-person instruction for our students when viable.  Details of the Elementary 2-Day Combo plan with possible phase-in timelines can be found here and the Secondary A/B Hybrid plan with its phases/timelines can be found here. Lastly, a discussion of questions and answers related to the safety protocols and instructional models that will be in place for the in-person return can be accessed here.

One additional note from our Board Meeting highlights.  Last night was the final meeting for Mark Schiel, our current Assistant Superintendent of Business Services.  Mr. Schiel has been an invaluable and trusted member of our SMUSD team for over five years; his knowledge, passion, and innovation has been an asset to our district.  As he transitions to his new role as Chief Business Official of Santa Clara Unified School District, I offer him a collective thank you from our district and a personal one from me; you will be missed.

As we ramp up our preparations for In-Person learning, you will be receiving additional communications in the upcoming days.

Fundraiser for Courtney Family


It is with great sadness that we want to share that one the PE Instructional Aides at San Elijo Elementary has unexpectedly lost her husband and father to her three children (two areat SEES). You may not know them, but if you have children at SEES, They most certainly know The Courtney’s and the smile that Ms. Jannean DiTullo Courtney has for everyone. Agenda item 3 – DELAC – district learner advisory committee

This program is to be an advocate for English learner students in the district and help provide support for families.

This group is asking for a member of the Latino group and or a member of the DELAC to be invited to the PAC meeting and area boundaries meeting.

Agenda item 4 – construction San Marcos High School update

Today the sports facilities are moving into the gym.

Facilities has moved off campus and equipment and this will help with cost for leases.

Building G is beginning for construction the big field lights are down.

They are working on the intersection and traffic flow this summer.

Will be completing the basketball courts outside for kids to use next year.

When school starts next year, the students will still be entering and editing the school the same way.

San Elijo Hills Area Attendance Meeting


New K-8 is not apart of Prop K funding.

Your CFD taxes are not allocated to a specific school. It goes towards total infrastructure of San Marcos.

The K-8 new school design – learn from prior projects and make the improvements

Art and science labs
Multi media, technology , library
Main entry and lobby
Fix the parking problems
shade for lunch area
Gym and lockers to accommodate middle school
Considering the ages and ensuring each will have a meaningful learning experience

1500 kids and build second story and about 22 acres for site.
Again working on fine tuning the pickup drop off for safety.
The property is not in escrow still negotiating.
If they do not get this site they will go further down the hill on the other side of Twin Oaks.

District committee- reviewed current enrollment in district, developed guiding principles for reviewing proximity , safety, diversity, reviewed demographics .

Reviewed proposals, goal was to come up with a consensus . Realigned maps several times to find an appropriate proposal.

History of district – state agency. We report to state . They set rules and goals. Use to be Richmond school district and our high school use to be Escondido high school.

Unified in 1976 to be the San Marcos school district. Made up of the following cities.
Original boundaries – San Marcos, Vista, Carlsbad, Escondido ,


San Elijo elementary k-5 and discovery
San Elijo middle
San Marcos high school

Original design to have 3 schools – the Belmont area was suppose to be the third school.

At the time the cost for that school was 15 million to buy. School district did not have the money to pay for that property. Therefore they had to give up the space.
