Pursuant to the California Environmental Quality Act (CEQA), the California Public Utilities Commission (CPUC) has prepared a Final CEQA Document for consideration of San Diego Gas and Electric Company’s (SDG&E’s) application (A.17-11-010) to construct, operate, and maintain the San Marcos to Escondido Tie Line (TL) 6975 69kV Project (Project). The Final CEQA Document provides details regarding the agency and public review of the Project’s Draft IS/MND, including a review process summary, a list of commenters, comments received, CPUC’s responses to comments, any resulting text revisions to the Draft IS/MND, and the final Mitigation Monitoring and Compliance Reporting Plan.

Description of the Project.

The Project is located in the cities of Carlsbad, Escondido, Vista, and San Marcos, as well as in unincorporated San Diego County. The Project includes a combination of new overhead single-circuit electric power line structures, rebuild of existing structures from single circuit to double circuit, and reconductoring and re-energizing of approximately 12 miles of a 69 kilovolt (kV) overhead electric power line from the existing San Marcos Substation to the existing Escondido Substation in San Diego County, California. The Project would require acquisition of 1.2 acres of new right-of-way (ROW) adjacent to existing ROW.

Next Steps in the CPUC Review Process

The CPUC Administrative Law Judge has scheduled a Pre-Hearing Conference (PHC) on February 7, 2020. Parties to the proceeding (A. 17-11-010) have been notified by the CPUC docket office.
