Vallecitos Water District Customers Launch New Website: Political Favoritism to Developers Cost Ratepayers $42 Million
They are the Friendship of Vallecitos Customers and want to grow to thousands of members and send a message to Vallecitos Water District (VWD) elected officials. “San Marcos businesses and residents – we pay for water, not politics.” That’s the tag line seen on the home page of their newly released website.
At a VWD Board meeting in 2013, elected officials were deliberating on allowing more time for developers to pay fees. “The District’s interest has to do with providing basic services, sewer, and water, at the best price. That’s all it is. It has nothing to do with helping out developers,” said Former Board Member Jim Poltl. In response, then newly elected Board Member Hal Martin retorted, “I look at the bigger picture – economic stimulus. Smaller governmental agencies … make that happen.”
Since then, the VWD Board gave several breaks to developers that cost ratepayers more than $42 million, according to Former VWD CFO Tom Scaglione. “From July 1, 2013 through June 30, 2018, Vallecitos ratepayers paid $42.2 million, more than 15% of their water and sewer bill, to amass cash reserves, fund developer deficits, and continue to finance developer obligations with ratepayers’ cash rather than issue bonds. Vallecitos accumulated more ratepayer money than any other water district in San Diego County, and is the only district in the County with a deficit in developer funds.”
While building activity in San Marcos soared in 2013, money paid into VWD by developers plummeted to record deficits.
According to Scaglione, since 2013, water and sewer rates have increased 5.9% on average annually, while developer fees have increased just 2.6% on average annually for inflation.
“It all started in 2012 with a sewer density impact fee that I voted in favor of for developers to pay their impacts,” said Former Board Member Tim Shell. “We all [Board Members] voted for it, and we all had targets on
our backs ‐ management too. The developer‐backed politicians that unseated us were not from the water industry. I knew this would happen.”
One of the most egregious breaks is the current delay in implementing long‐awaited adjustments to developer fees. When the Board suspended and refunded the sewer density impact fee in 2015, they minimized the impacts by saying a study that is needed to raise developer fees and includes the sewer density impact, would be done that same year. Vallecitos has scheduled a Public Hearing to consider adjustments to developer fees for August 7 at 5 pm – four years late. According to the website, the delay alone saved developers $11 million.
The website, friendshipvallecitoswater.org, details the breaks given to developers, the impacts to ratepayers, and how the situation can be remedied.
“All the numbers on the website are from audited financial statements, board reports, meeting minutes, and budgets,” said Scaglione. “They’re all numbers generated by Vallecitos. You just need to know how to read the financials.”

Carnival games will be sure to entertain our young residents! We will also have face painting, pumpkin decorating, arts & crafts, a rock climbing wall, inflatables, photo booth, frog hopper ride, elephant aviation ride, zombie maze craze obstacle course, swing ride and much, much more! Please remember to bring proof of residency to gain entrance into the event (i.e.: driver’s license with on-site address, utility bill, HOA statement, etc.). Unfortunately, we will not be able to allow you to enter the event without verifying residency. If your teens or kids come on their own, please remind them to bring identification. Important! You must submit plans prior to making improvements
The Association has observed an increase in owners modifying their front yards without obtaining prior approval. With the current climate and drought conditions, we understand that owners are motivated to quickly throw in rock or decomposed granite along with small succulents. However, this is not always the best solution for the community as a whole. The Board of Directors has agreed to strictly enforce these infractions, and are in discussions on a fine policy to address these matters.
Please remember the following:
• Changes to homes and landscaping require architectural approval. Any change to your landscaping or home must be approved by the San Elijo Hills Architectural Committee (AC) prior to the commencement of work. The AC meets every month on the 2nd Wednesday. The Application and plans should be submitted well in advance of this meeting.
• Homeowners are responsible for maintaining their yards all year long. Please remember to keep yards trimmed, edged, and planter beds clean. Homeowners should pull weeds, trim bushes, mulch planters, remove and replace any dead vegetation, and generally clean landscaped areas regularly.
• Inspect fences, doors, shutters, etc. on an annual basis and paint as needed. A number of homes in San Elijo Hills are in need of some tender loving care. Garage doors, front doors, shutters, wood siding, and trim should be painted every few years or as needed. In addition, all wooden fences should be inspected annually and either stained or painted. If your home is over 10 years old, it may be time to consider repainting the home as a whole.

There’s Mischief Brewing in the Hills! The world’s only hotel for monsters is now open for humans, so hurry up – if you dare! Join us on Friday, October 26th for a free showing of Hotel Transylvania in the Town Square! A Fangtastic DJ will play Halloween hits–you will be sure to have a Howlin’ good time. Dress up the whole family for our costume contest! Only friendly ghosts and goblins welcome. There will be 5 categories: Up to 5 years old, 6 to 12 years, 12-17 years, 18+ (that’s you mom and dad) and friendly on-leash pets! It will be so cute it’s scary! Open House Signs
The San Elijo Hills Community Association has a very specific sign policy in place regarding Open House signs in the community implemented to keep our community beautiful! The San Elijo Hills Community Association’s governing documents prohibit the display of any non-Association signs in the Common Area. The intent of the San Elijo Hills Open House Sign Policy is to (1) provide an acceptable means for homeowners to market homes for sale within the community; (2) reduce the number of open house signs used in the community; and (3) discourage the ‘alternative’ means of signage that has been used in the past (sign spinners, signs on cars, etc.). We are seeing an increasing number of unapproved signs, signs with balloons, flags, and riders that are directly in conflict with our policy. Here are some highlights: Approved Open House signage is allowed for use on Saturday’s and Sundays from 1:00 – 4:00 pm only. No riders, balloons, flags or other attention generating devises may be used with the sign. Only one sign directing traffic either left or right may be installed at each corner. The first homeowner or agent to reach an intersection on route to their open house will place their sign at the given location. If another homeowner or agent has an open house along the same route, an additional sign is not needed. Homeowners or agents should continue to the next intersection on route to the open house and place their sign as necessary. In many cases, several open houses can be served by the same directional sign. It is your responsibility as the homeowner to notify your agent of the policy prior to putting out their signage. If it does not follow the guidelines, it will be removed and disposed of. The Open House Policy can be found on our website www.sanelijohills.net for your convenience. Dogs in the Hills
Please pick up after your pets and remind your children to do so as well if they are responsible for the dog-walking duties. Pet waste is probably the #1 complaint amongst our residents so please be diligent and keep San Elijo Hills looking and smelling beautiful!
We continue to receive reports of dogs off leashes in various neighborhoods. Pet owners shall at no times allow pets to run unrestrained in common areas, streets, sidewalks or pathway areas and shall at all times have full and complete control over the animal. Please remember there is a $250 fine from the county (San Diego County Code Sec. 63.0102(b)(2)) for unrestrained pets. If you witness a dog off-leash, you may report the incident to the Association specifying the owner’s address along with the information on the date and time. You may also contact Animal Control through the City of San Marcos. Below is information from the City’s website:
Animal-related concerns can be reported by email at investigations@sdhumane.org or by phone: for noise complaints dial 619-279-5057 and for all other animal-related issues 619-243-3466. Issues related to disturbance of the peace (after regular hours) are handled by the Sheriff’s Office; they can be contacted on the non-emergency dispatch line at 760-510-5200. The San Diego Humane Society provides animal control services for the City of San Marcos. Services include: dog licensing, housing lost and stray animals, reuniting lost animals with their owners, microchipping, animal adoptions, educational programs, and investigating citizen concerns and complaints about animals. The Humane Society is located in Escondido at 3450 East Valley Parkway. Operating hours are 10:00 a.m. – 6:00 p.m., seven days a week. Common Animal Control Concerns:
Animal Licensing – All dogs, four months of age and older, must have a valid license and wear it at all times. In order to get your dog licensed, it must have a current rabies vaccination. Select the link to visit the Humane Society’s animal licensing webpage.

Lost Pet – Visit the Humane Society during operating hours, 10 am – 6 pm, seven days a week. If you have a picture of your pet, please bring it with you. City Leash Law – Dogs must be kept on a leash at all times except when at a designated off-leash area or confined to a residence or backyard.
Dog Parks – The City has three designated off-leash areas. They are located at Hollandia Park, 12 Mission Hills Road, Montiel Park, 2290 Montiel Road, and San Elijo Park, 1105 Elfin Forest Road.

Save the Date – BunnyPalooza!
The San Elijo Hills Community Association is having its Annual BUNNYPALOOZA on Saturday, April 8th at the Hilltop field of San Elijo Hills Park.
This year’s event will include an egg hunt, bounce houses, face painting, crafts, photo ops with the Easter bunny, light refreshments, and more! This year we added a DJ! They will provide music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition!
BUNNYPALOOZA will begin at 9:30AM and run until 12:00 PM. The Egg Hunt will be split by different age groups in 10 minute increments beginning at 10:00 AM.
Don’t forget to bring your own basket to collect your eggs and a camera to take pictures with the Bunny! Hope to see you there!

Trails Clean-Up Day
The California Coastal Cleanup Day (CCD) is back! The San Elijo Hills trails system is a designated California Coastal Cleanup Day (CCD) area, and we need volunteers!
The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, April 22nd from 9:00AM-12:00PM to help clean up the trails! Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online in advance. To register beginning April 1st, simply go to cleanupday.org and then look for San Marcos – San Elijo Trails under the Cleanup Sites link.

An increase in dogs of leashes has been reported in various neighborhoods. Pet owners shall at no times allow pets to run unrestrained in common areas, streets, sidewalks or pathway areas and shall at all times have full and complete control over the animal. Please remember there is a $250 fine from the county (San Diego County Code Sec. 63.0102(b)(2)) for unrestrained pets.

The next Board of Directors meeting is scheduled for Tuesday, April 18, 2017, 6:00 pm at the San Elijo Hills REC Center (1105 Elfin Forest Rd., San Marcos, CA 92078).

Holiday Closures
In observance of the upcoming holidays, the San Elijo Hills Onsite office will be closed on Monday, December 26, 2016 through Monday, January 2, 2017. We will be checking messages and emails periodically through that time.

San Elijo Hills Election Results
Thank you to all of our homeowners who participated in the election process! The results are as follows:
Bill Jacoby, Laura Fratilla, and Katherine Bond were elected to the Board of Directors (2-year terms) during the Annual Meeting of Neighborhoods.

Mardi Gras 2017
The San Elijo Hills Community Association would like to cordially invite our residents 21 and over to our Mardi Gras Party at Café Stoked! The event will be held on Friday, February 10th at 6:00 PM.
Residents will be delighted with delicious food, music, dancing and contests in the true spirit of New Orleans! Attendance to this event is limited! Cost is $5.00/person. You must provide a check (no cash) payable to San Elijo Hills to Liz McCardle in the San Elijo Hills Onsite Office in order to reserve your spot! All reservations will be taken on a first-come-first-serve basis.

City of San Marcos Presentation (6:15 PM-7:00PM)
The City of San Marcos will be hosting an informational meeting prior to the next San Elijo Hills Community Association Board meeting to discuss the plan to correct potential issues with the trees and the sidewalks located around the Town Center. Additionally, they will be discussing concerns expressed by San Elijo Hills owners regarding noise disturbances around the Double Peak Park area after hours.
The General Session meeting of the San Elijo Hills Homeowners Association will commence immediately following the conclusion of the City’s presentation at approximately 7:00 p.m.

Trails Clean Up Day
The California Coastal Cleanup Day (CCD) has been set for 2015! The San Elijo Hills trails system is a designated California Coastal Clean-up Day (CCD) area, and we need volunteers!
The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, September 19th from 9:00AM-12:00PM to help clean up the trails!
Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online at http://bit.ly/1s3MgoG.
Special Instructions: All volunteers should wear comfortable closed toed shoes and sun protection. You can help reduce waste by bringing your own reusable water bottle, and gardening or work gloves. Note: every participant in CCD needs to sign a waiver; anyone under the age of 18 needs a parent or guardian signature to participate! Students are eligible for community service hours, and prizes will be given out for the most trash collected!

Community Yard Sale:
The community-wide yard sale is back!
It’s time to decide what you can live without! Pull out your price stickers because the San Elijo Hills Community Association is sponsoring a community-wide yard sale. All residents are welcome to participate in this FREE event!
The yard sale will be held on Saturday, September 26th from 7:00AM-11:00AM. The yard sale will be promoted to the public so expect many shoppers! Directional signage will be placed out the morning of the sale to direct yard-salers to the individual neighborhoods.
Do you only have a few items to sell? Join up with your neighbors to create one mega-sale!
Please note, there will be NO MAPS distributed indicating which individuals homes are participating. Please feel free to add additional signage in the community after 8:00PM the night before (Friday 9/25/15) so long as it is removed promptly after the event.

Board Meeting July 21st –NEW LOCATION
The next San Elijo Hills Board of Directors meeting will be held on Tuesday, July 21, 2015- 6:00PM at the San Marcos Senior Center: 111 Richmar Avenue, San Marcos 92069 in the Community room. Clock Tower
A shout out to the San Elijo Hills Board of Directors for the new clock tower lights! The new LED lighting is projected to last years, which will increase efficiency while decreasing maintenance costs. Thank you, Board!
Spring Fling/Pirate Party Has Been Rescheduled – (July 25th)
Ahoy me mateys! Hoist up your mainsails! San Elijo Hills is calling all pirates for Saturday, July 25th at the upper field of the San Elijo Park (Hilltop) from 12:00PM–3:00PM. Activities will include:
Pirate Craft Station
Lawn Games
Treasure Hunt
Obstacle Course & bounce houses
Face Painting
Concessions including popcorn, snow cones, and cotton candy.
And more fun surprises!

Annie will be shown on Friday, August 7th at the upper sports field (Hilltop Field) of San Elijo Park. Pre-show activities (including bounce houses, a sticky wall, jousting, and obstacle course!) will begin at 6:00PM and the movie will start at sunset (around 8:00PM). Remember to bring your low-back beach chairs and blankets for lawn seating! A flashlight may come in handy too!
A few food trucks will be there, and will have a variety of food (including yummy pizza!), & refreshments for purchase. A portion of the food truck proceeds benefit the San Elijo Hills Foundation.

During the summer months when the kiddos are out and about, please remember to encourage them to stay out of the streets and to be considerate to the surrounding homes with respect to noise and play equipment.
San Elijo Hills Foundation Pace Car Campaign
The PACE Car Campaign was originally triggered by a long-time resident of San Elijo Hills. Her idea stemmed from the concept of PACE Cars and how they help set the pace during a race.
-What if every resident was driving the speed limit in SEH?
-How would that affect the pace of traffic through the community?
-Can we as residents help set the pace in SEH?
Let’s find out! By building on this PACE Car concept & getting residents to commit to being vigilant about the traffic limits around our community, we believe, together, we can create a culture of safety in SEH.
Anyone who lives in SEH is encouraged to TAKE THE PACE PLEDGE. In exchange for your pledge, the SEH Foundation will provide you with a special SEH PACE Car sticker for your car window. Not only will seeing this sticker remind you to drive the speed limit, it will also serve as a moving billboard that reminds others around you to consider doing the same.
The San Elijo Hills Community Association supports the individual action by community members to address issues that affect us all, however, as a reminder, the streets within the community are public and under the purview of the City of San Marcos. The Association has no direct enforcement ability with regard to speeding, parking, or other traffic related concerns”
Water Restrictions Effective June 1st
On May 20, 2015, Vallecitos’ Board of Directors adopted emergency drought restrictions under Ordinance 195 that limits all outdoor irrigation, excluding certified agricultural or commercial growers, during the months of June through October to 2 unassigned days per week/8 minutes per station. If demands are not reduced by 24%, additional enforcement may be needed and the District may need to reduce watering to 1 assigned day per week.
Please remember to keep your yard weed free and maintained to ensure our community continues to look its best!
