San Elijo Hills Community Association: Important Message from the Board of Directors –

Dear Homeowners:
We hope you are staying well during these turbulent times. We would like to provide you with an update on recent events.
When all our lives were suddenly placed on hold in March, the Board had to cancel all San Elijo Hills community events as they were scheduled through September.  With restrictions on gatherings, we racked our brains on how to bring this community together, without actually being together. We understood hospitals and first responders were working longer than normal shifts, with closed cafeterias and closed coffee carts. Many of these heroes live here in our community and take care of our community when we need them the most. We were also hearing from our local town center restaurants that they weren’t sure how they would be able to survive the restrictions that have been put in place.
So, in April, the Association held an event to help our local first responders and our local San Elijo Hills town square restaurants.  The Association purchased food and coffee from our struggling SEH town square restaurants only (to help keep them afloat and to avoid having a ghost town again) and we provided that food and coffee to our first responders (to help keep their spirits up and show our community support). The total cost for that event was $19,337 or $6.42 cents per household from the events budget.  Not only did we receive an overwhelming amount of gratitude from our first responders and homeowners for this great event, but we also received a huge thank you from our local businesses.
Additionally, we were made aware that some San Elijo Hills families within the community whose children were receiving a free lunch meal Monday through Friday from the school, would not be receiving any assistance on the weekends. We therefore thought it to be a great idea to (in some small way) make certain that these children would not go hungry on the weekend.  Most of the funding for this meal program was from the monies that could have been lost and not refunded from the BunnyPalooza event.  We reached out to the vendor that supplies their services for Bunnypalooza and requested that rather than lose our deposit, they supply the meals to which they agreed. The total amount used from that deposit was $7,900.  We also asked ourselves how we could continue to support our local restaurants.  We spent $6,336 or $2.10 per household from the events that were already budgeted and cancelled through August.  Our thoughts were that having closed businesses in town square would hurt the value of our community and in turn the value of our homes collectively.
The money used for the Tile Event came from event funds and were paid to Colorful Universe.  Another way to keep our businesses alive and to keep our families engaged.  It was huge success and many of our residence enjoyed it.
The Board voted and approved the three events in an open general session meeting. We notified the entire community about these events in April and May (via Facebook, community mailers, eblasts, and it was posted on the community website).
We have since discovered there were a few members of the community that were very disgruntled by our efforts. They claimed we kept these events a secret and that we misappropriated funds from our events budget and have threatened to sue the Association, before even requesting any documentation that would easily quash this wild accusation. The Association’s funds were not misappropriated as this money was already budgeted and still spent on events.  Plus, these events brought a great deal of joy, pride, and support to the community

San Elijo Hills Community Association Updates: Albertsons Hours-Vine and Tap-HOA Event Cancelations

During this time of uncertainty, the San Elijo Hills Community Association (HOA) will pass along any information deemed of importance to the community.

Please be advised that the San Elijo Hills Albertsons will be open 7 am to 9 pm with special designated hours for folks 65+, with compromised immune systems, pregnant, or disabled. If you have questions regarding these hours, please contact the store directly. We have attached the flyer recently distributed by Albertsons for your reference.

Here’s a quick update regarding the wild week we are experiencing. We’ve been closely monitoring the progression of the COVID-19 & are complying with the World Health Organization’s recommendations, as well as our own standards, to provide a safe place to offer Meals To-Go. We appreciate your support during these times!

It’s almost time for our annual community garden lottery! Grow your own flowers, vegetables, and herbs! Plots will be available from 4.1.20– 3.31.21. The cost of a yearly lease is $50.00. All existing lessees must reapply for the lottery. If you currently have a space, and will be vacating, please contact Liz McCardle in advance. If you would like to participate in the lottery to lease a space in one of the community gardens, please submit your application to Liz McCardle no later than 3.15.20. E-mail the San Elijo Hills Community Director at sehdirector@waltersmanagement.com or call 760-798-9015 to obtain the forms.

The San Elijo Hills Community Association is having its Annual BUNNYPALOOZA on Saturday, April 4th at the Hilltop field of San Elijo Hills Park. Activities will include an egg hunt, inflatables, face painting, crafts, photo-ops with the Easter bunny, light refreshments, and more! A DJ will be entertaining us with music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition! BUNNYPALOOZA will begin at 9:30AM and run until 11:30 PM. The Egg Hunt will be split by different age groups in 10 minute increments beginning at 10:00 AM. For more information please call 760-798-9015 or email sehdirector@waltersmanagement.com.

Town Square Fountain

The fountain in our town square park is a valued feature of our community, and enjoyed by all of our residents. There has been an increase in vandalism to the fountain. Soap has been poured into the water on multiple occasions. When these types of vandalism occur, the fountain has to be drained and the necessary repairs are performed. This is very costly to the Association (approximately $1, 000 each incident!). We encourage you to speak to your kids, and help us stop the ongoing damage. The Board of Directors will be looking into options for monitoring the fountain and intend to press charges with the authorities. We appreciate your help!

The event will be held at Café Stoked on Friday, March 16th at 6:30PM.  Residents 21 and over join us for an evening of green! It will be a wonderful time to join friends and neighbors for food, music, dancing, drinks and fun! Don’t forget to wear green and come on down for a festive time!  Attendance to this event is limited! Cost is $5.00/person. You must provide a check (no cash) payable to San Elijo Hills and deliver to Liz McCardle at the San Elijo Hills onsite office. All reservations will be taken on a first-come-first-serve basis.

This year’s event will include an egg hunt, bounce houses, face painting, crafts, photo-ops with the Easter bunny, light refreshments, and more! A DJ will be entertaining us with music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition!

BUNNYPALOOZA will begin at 9:30AM and run until 12:00 PM. The Egg Hunt will be split by different age groups in 10 minute increments beginning at 10:00 AM. Don’t forget to bring your own basket to collect your eggs and a camera to take pictures with the Bunny! Hope to see you there!

Trails Clean-Up Day

The California Coastal Cleanup Day (CCD) is back! The San Elijo Hills trails system is a designated California Coastal Clean-up Day (CCD) area, and we need volunteers!

The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, April 21st from 9:00AM-12:00PM to help clean up the trails! Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online in advance. To register beginning April 1st, simply go to www.creektobay.org and then look for San Marcos – San Elijo Trails under the Cleanup Sites link. Special Instructions: All volunteers should wear comfortable closed toed shoes and sun protection. You can help reduce waste by bringing your own reusable water bottle, and gardening or work gloves. Note: every participant in CCD needs to sign a waiver; anyone under the age of 18 needs a parent or guardian signature to participate! Students are eligible for community service hours, and prizes will be given out for the most trash collected!

City of San Marcos-Trails Day POSTPONED

Due to forecasted rain, San Marcos Trails Day originally scheduled for Saturday, March 3, has been postponed to coincide with National Trails Day on Saturday, June 2. Hike participation is free and will begin at 9 am; hikers can start signing in at 8 am. Hikers, kids bike ride and walkers will meet at Lakeview Park/Discovery Lake, 650 Foxhall Drive. Equestrian riders will meet at the Ridgeline Trailhead, 102 San Elijo Road. The staging area will also feature food and giveaways. “Trails day is a celebration of the outdoors and in San Marcos we have something for everyone,” said Community Services Director Buck Martin. “With more than 63 miles of trail connecting to the entire region, San Marcos offers an extensive trail network for residents to discover.” An easy two-mile hike will visit Discovery Lake and the Discovery Creek trails. A more challenging seven-mile hike will explore the trails that lead to Double Peak Park. Mountain biking enthusiasts are encouraged to bring bikes and enjoy the ride.  “Adventures are meant to be shared and this event is a great opportunity to meet new people in your community and share a fun experience on a local trail,” said Martin.   An adult must accompany all minors. Sturdy walking shoes are recommended; bring water, sunscreen and trail snacks. Dogs must be on a maximum 6-foot leash at all times. New forms have been created to streamline the review process and ensure that precise information is provided for a successful review outcome!  The Home & Landscape Improvement Application, Exterior Paint Improvement application, and Application for Solar Panels have been uploaded to the Walters Management web portal and Sanelijohills.net or you may request copies from the Management team.  These forms include checklists, so make sure to discuss with your hired professionals in advance, so that accurate plans are submitted. Motorized Vehicles

Motorized Dirt Bikes, ATV’s and other motorized vehicles ARE NOT allowed on HOA property, the trails or private streets in San Elijo Hills. Building dirt bike jumps and similar activities are also not permitted. Any known violators will be charged with the cost of repairs. There are a variety of public lands in California that are open to managed OHV recreation. Check with your local land management agency regarding legal riding areas and local regulations. There are many privately owned and operated motocross tracks throughout the state. A list of riding opportunities on public lands can be located at http://www.ohv.parks.ca.gov/

This year’s event will include an egg hunt, bounce houses, face painting, crafts, photo ops with the Easter bunny, light refreshments, and more! This year we added a DJ! They will provide music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition!

Save the Date-San Elijo Elementary Country Fair
Yee-haw! Dust off your boots because the 2017 The Country Fair is back and better than ever before! This year it will be co-hosted by Double Peak School and San Elijo Elementary!
The community of San Elijo has grown and so has the fair!! This year’s shindig will be held Friday, May12th from 5pm – 8pm and Saturday, May 13th 11am – 5pm. Yes, you read that right! Twice the time with a lot more fun!

Seek thrills on your favorite carnival rides like the Zipper, Crazy Plane, Umbrella Cars, Cycle Jump, Alligator Alley and more. Plus enjoy food and live music on Friday night. Saturday will feature the new rides. Plus the same fun activities from the past including Pony Rides and Petting Zoo.

Save the Date-SEHWC Women’s Fair

Calling all women, children, and the men in their lives!

On Saturday, May 6, 2017 from 10AM-2PM, the San Elijo Hills Town Square will be filled with colorful booths and lively vendors, all part of the second annual San Elijo Hills Women’s Club Women’s Fair.

The Fair will highlight services and products that improve the lives of women and children, from health services to fitness; from safety to fashion. Face painting, crafts for children, and even activities for pets will be included. Open House Sign Policy

The San Elijo Hills Community Association has a very specific sign policy in place regarding Open House signs in the community implemented to keep our community beautiful! The San Elijo Hills Community Association’s governing documents prohibit the display of any non-Association signs in the Common Area. The intent of the San Elijo Hills Open House Sign Policy is to (1) provide an acceptable means for homeowners to market homes for sale within the community; (2) reduce the number of open house signs used in the community; and (3) discourage the ‘alternative’ means of signage that have been used in the past (sign spinners, signs on cars, etc).

It is your responsibility as the homeowner to notify your agent of the policy prior to putting out their signage. If it does not follow the guidelines, it will be removed and disposed of. Save the Date-BunnyPalooza!

The San Elijo Hills Community Association is having its Annual BUNNYPALOOZA on Saturday, April 8th at the Hilltop field of San Elijo Hills Park.
This year’s event will include an egg hunt, bounce houses, face painting, crafts, photo ops with the Easter bunny, light refreshments, and more! This year we added a DJ! They will provide music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition!

BUNNYPALOOZA will begin at 9:30AM and run until 12:00 PM. The Egg Hunt will be split by different age groups in 10 minute increments beginning at 10:00 AM.

Don’t forget to bring your own basket to collect your eggs and a camera to take pictures with the Bunny! Hope to see you there!

Community Garden Lottery

It is time for our annual community garden lottery! Grow your own flowers, vegetables and herbs!

Plots will be available from 4.1.17– 3.31.18. The cost of a yearly lease is $50.00 plus a $25.00 key deposit (pre-paid).

All existing lessees must reapply for the lottery. If you would like to participate in the lottery to lease a space in one of the community gardens, please submit your application to the onsite office no later than 3.14.17.

Paint Policy

It’s always a great time to paint your home! Many of the homes are reaching that age for a fresh coat of paint. The first indication we typically see are on wood elements such as shutters, garage doors, fascia, etc. However, we also have stucco fading and staining.

Homeowners request to either paint the original colors or change to a new color scheme. The original colors we have on file are provided by the Builder and often outdated or incomplete. Some neighborhoods we have no corresponding information on which home each scheme applies to.

In an effort to simplify the process and assist homeowners in making successful requests, the Association connected with Dunn Edwards who have created color matches to the original colors for each neighborhood.

The Board of Directors recently met and approved the color books along with a new paint policy.

If you are painting any portion of the home, approval is required. Even if it is to another scheme in your neighborhood or the original color.

There are no “pre-approved” list of schemes for any neighborhoods, however, we may have the color match to the existing color scheme provided by the prospective builders for each neighborhood.

If you are planning on painting, please provide the Home Improvement Application, paint samples identifying the specific locations they will be applied, and a photo of your home. The Architectural Committee considers the existing color themes of the neighborhoods and how the new colors are consistent to the existing schemes.

Hops in the Hills Beer Festival will be held March 11, 2017 from 1pm – 4pm @ the Hilltop Field of San Elijo Hills Park! All Proceeds go to SEES and DP K-8 PTO!

Questhaven Park

While turf repair is a normal part of maintenance, the rate of deterioration of grass is accelerated when the park is used for commercial purposes or when residents heavily use the grass when it is wet. The Association will close off sections of the park when it rains until the grass is dry.

Groups have continued to use the field on these closed areas.

Please refrain from use of the turf areas when the grass is wet, and please report commercial use to Walters Management. If you are able to provide us with the business contact information, we will be happy to follow-up with the commercial entity in order to protect our parks while suggesting alternatives within the city for their use.

The goal is not to take away opportunities for residents to stay active within the community—we simply want to ensure our parks are readily available for use and enjoyed by all residents without excessive damage and unnecessary closures.

The Board of Directors feels strongly that we must continue to work together to ensure that San Elijo Hills is well maintained and continues to be a premier community in North County. Thank you for your cooperation and for doing your part to help maintain our community.
