Landscape & Irrigation Project Update
The Board of Directors continues to make steady progress on the landscape & irrigation renovations throughout the community. The installation of Hunter smart irrigation controllers is well underway and we are taking advantage of the rebates offered for this upgrade. Our most recent landscape and irrigation upgrades have focused on the beautification of the town center, and water conservation at Duncan Ct, the Summit entry, and the parkways between Duncan Ct and Double Peak Dr. In the next couple months you’ll continue to see work being done in and around the town center and on Double Peak. Additionally, a new tree master plan was adopted by the Board and will be used to replace missing and falling trees in the major thoroughfares of San Elijo Rd, Double Peak Dr, Questhaven Rd & Wild Canyon Dr, and Elfin Forest Rd. We are pleased with the results thus far and progress being made to eliminate waste on the irrigation delivery side of our system by upgrading controllers, converting to drip and more efficient rotors, and adding pressure regulators and check valves. These upgrades will allow us to more accurately budget and anticipate one of our largest expenses – water. if you have any questions about this project, please reach out to management.
Questhaven Park
The Association continues to monitor both San Diego County and City of San Marcos Health Orders, with regard to closures of facilities as it relates to the playground at Questhaven park. At this time, the playground remains closed. Unfortunately, we have been informed that the caution tape and signs continue to be removed. For the health and safety of our residents, please refrain from utilizing the playground equipment until the County has deemed these areas are safe to reopen. Additionally, as with City maintained parks, the grass and sitting areas at Questhaven park are available for “passive use only” and in accordance with SD County Public Health Order. The use of the park for team sport practices has, and continues to be, strictly prohibited. While enjoying the park, please use caution and maintain social distancing of at least six feet. Residents concerned about groups not adhering to the SD County Public Health Order should contact the San Marcos Sheriff Sub-Station at 760-510-5200. Community Tile Project Update!
Our community tile project is wrapping up! We now have over 1000 tiles returned, and they look absolutely amazing! The deadline to return your tile to A Colorful Universe is officially June 30th.
Please make sure to read the instructions! We are receiving tiles drawn with markers and paints other than what was provided. Many of these materials will burn off when the tile is fired and glazed. Dogs in the Hills
An increase in dogs off leashes has been reported in various neighborhoods, and especially on our beloved trails. While you may have a friendly pet, please consider the affects it may have on other trail users. A child or adult may be startled and ultimately injured from a dog running beyond their owner. Pet owners shall at no times allow pets to run unrestrained in common areas, streets, sidewalks or pathway areas and shall at all times have full and complete control over the animal. Please remember there is a $250 fine from the county (San Diego County Code Sec. 63.0102(b)(2)) for unrestrained pets.
Please pick up after your pets and remind your children to do so as well if they are responsible for the dog-walking duties. Don’t forget those common areas next to homes! Pet waste is probably the #1 complaint amongst our residents, so please be diligent and keep San Elijo Hills looking and smelling beautiful!
Water Conservation Project
Your HOA Board has been hard at work updating our irrigation system and landscape (to increase water conservation while enhancing the aesthetics of the community). This month they met virtually with three irrigation controller companies that can supply us with smart controllers to help with conservation and management. Our irrigation infrastructure is 15-20 years old and this capital improvement will provide substantial water and cost savings to the association. They hope to award the contract in the next couple weeks and get the work done before the summer heat. During the last couple weeks this project team has been focused on town center and getting all the missing trees replaced and the irrigation delivery systems updated as part of our conservation efforts. The next few weeks they will continue to focus on this area and the entrance to the community by updating the plant material which can be placed on drip systems, eliminating our overhead sprays and water waste.

We hope you are staying well during these turbulent times. We would like to provide you with an update on recent events.
When all our lives were suddenly placed on hold in March, the Board had to cancel all San Elijo Hills community events as they were scheduled through September. With restrictions on gatherings, we racked our brains on how to bring this community together, without actually being together. We understood hospitals and first responders were working longer than normal shifts, with closed cafeterias and closed coffee carts. Many of these heroes live here in our community and take care of our community when we need them the most. We were also hearing from our local town center restaurants that they weren’t sure how they would be able to survive the restrictions that have been put in place.
So, in April, the Association held an event to help our local first responders and our local San Elijo Hills town square restaurants. The Association purchased food and coffee from our struggling SEH town square restaurants only (to help keep them afloat and to avoid having a ghost town again) and we provided that food and coffee to our first responders (to help keep their spirits up and show our community support). The total cost for that event was $19,337 or $6.42 cents per household from the events budget. Not only did we receive an overwhelming amount of gratitude from our first responders and homeowners for this great event, but we also received a huge thank you from our local businesses.
Additionally, we were made aware that some San Elijo Hills families within the community whose children were receiving a free lunch meal Monday through Friday from the school, would not be receiving any assistance on the weekends. We therefore thought it to be a great idea to (in some small way) make certain that these children would not go hungry on the weekend. Most of the funding for this meal program was from the monies that could have been lost and not refunded from the BunnyPalooza event. We reached out to the vendor that supplies their services for Bunnypalooza and requested that rather than lose our deposit, they supply the meals to which they agreed. The total amount used from that deposit was $7,900. We also asked ourselves how we could continue to support our local restaurants. We spent $6,336 or $2.10 per household from the events that were already budgeted and cancelled through August. Our thoughts were that having closed businesses in town square would hurt the value of our community and in turn the value of our homes collectively.
The money used for the Tile Event came from event funds and were paid to Colorful Universe. Another way to keep our businesses alive and to keep our families engaged. It was huge success and many of our residence enjoyed it.
The Board voted and approved the three events in an open general session meeting. We notified the entire community about these events in April and May (via Facebook, community mailers, eblasts, and it was posted on the community website).
We have since discovered there were a few members of the community that were very disgruntled by our efforts. They claimed we kept these events a secret and that we misappropriated funds from our events budget and have threatened to sue the Association, before even requesting any documentation that would easily quash this wild accusation. The Association’s funds were not misappropriated as this money was already budgeted and still spent on events. Plus, these events brought a great deal of joy, pride, and support to the community

TGIF! Friday Night Fever is coming……..On Friday, March 20th join us in the 70’s for a disco dance party! Our 1st ever LED VIDEO DANCE FLOOR will really inspire you to shake your groove thing! It’s almost time for our annual community garden lottery! Grow your own flowers, vegetables, and herbs! Plots will be available from 4.1.20– 3.31.21. The cost of a yearly lease is $50.00. The San Elijo Hills Community Association is having its Annual BUNNYPALOOZA on Saturday, April 4th at the Hilltop field of San Elijo Hills Park. Activities will include an egg hunt, inflatables, face painting, crafts, photo-ops with the Easter bunny, light refreshments, and more! A DJ will be entertaining us with music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition! BUNNYPALOOZA will begin at 9:30AM and run until 11:30 PM. Town Square Fountain
The fountain in our town square park is a valued feature of our community and enjoyed by all of our residents. There has been an increase in vandalism to the fountain. Soap has been poured into the water on multiple occasions. When these types of vandalism occur, the fountain has to be drained and the necessary repairs are performed. This is very costly to the Association (approximately $1,000 each incident!). We encourage you to speak to your kids, and help us stop the ongoing damage. The Board of Directors will be looking into options for monitoring the fountain and intend to press charges with the authorities. We appreciate your help!

Movie Under the Stars II
The San Elijo Hills Community Association is hosting a FREE showing of Disney
Pixar’s The Incredibles (rated PG) as our final movie of the summer series!
The Incredibles will be shown on Friday, July 20th at the upper softball field of San Elijo Hills Park.
Pre-show activities will begin at 6:00 PM and the movie will start after sunset (around 8:30 PM). Remember to bring your low-back beach chairs and blankets for lawn seating!
Married superheroes Mr. Incredible (Craig T. Nelson) and Elastigirl (Holly Hunter) are forced to assume mundane lives as Bob and Helen Parr after all super-powered activities have been banned by the government. While Mr. Incredible loves his wife and kids, he longs to return to a life of adventure, and he gets a chance when summoned to an island to battle an out-of-control robot. Soon, Mr. Incredible is in trouble, and it’s up to his family to save him.
The San Elijo Hills Foundation will provide a few food trucks with a variety of food & refreshments for purchase.

The San Elijo Hills Community Association is hosting a community-wide yard sale! All residents are welcome to participate in this FREE event! The yard sale will be held on Saturday, September 22, 2018, from 7AM-11AM. Directional signage will be placed out the morning of the sale to the individual neighborhoods. Please note, there will be NO MAPS distributed indicating which individuals homes are participating. Please feel free to add additional signage in the community after 8 PM the night before (Friday 9/21/18) so long as it is removed promptly after the event. Graffiti
Recently the community has been experiencing an increase in graffiti vandalism. If you witness any graffiti within the community, please contact the City of San Marcos. Below is information off the City’s website:
The City of San Marcos removes graffiti on public and private property within 24-48 hours of being reported. If you have graffiti on your property, and you need assistance in removing it, please contact our graffiti hotline (760) 591-9100.
Download a Graffiti Authorization Form: http://www.san-marcos.net/home/showdocument?id=66 . After printing the authorization form, please mail back to the address indicated on the form or you can fax it back to (760) 744-9520.
• Graffiti cleanup is a top priority in The City of San Marcos. The city employs a full-time graffiti removal team.
• Graffiti is the most common type of property vandalism (35%) according to the Bureau of Justice Statistics.
• Immediate removal – within 24-48 hours – is the key to successful graffiti prevention.
• Please contact the Sheriff’s Department to report suspicious activity at 510-5200.
The City prosecutes vandals when arrests have been made. Within the past year, 15 juveniles were arrested for graffiti vandalism in San Marcos. All of the suspects were convicted of Felony Vandalism; the cost of the damage was over $400 and the defendants had a prior conviction for vandalism. On average, each defendant must reimburse the City approximately $1,200. All were assigned to Juvenile Diversion programs and several served time in Juvenile Hall.

The Country Fair – (April 18th)
Come out and support your local San Elijo Elementary school on Saturday, April 18th for the 8th Annual SEES All-American Country Fair. The Country Fair is coordinated by the school’s PTO with the help of community volunteers and sponsors. It is always a hit with San Elijo Hills residents For All Ages! The Fair will be held on the school grounds from 11:00 a.m. to 5:00 p.m. The admission is FREE and you may buy tickets for food, drinks and games on the day of the event.
Attendees will enjoy the petting zoo, hand-led pony rides, double the traditional fair foods and treats, and double the international food trucks, carnival rides including something new this year: The Rock Wall, Water Bubbles and Water Rollers. Back by popular demand; are the The Land Zorb Balls. (These are the Human Hamster Balls where some will be on water and some will be on land.) Attendees will also have fun at the carnival games with prizes, jumpy slides, arts and crafts, a train for all ages to ride along Route 66. A limited addition plush Minecraft Enderdragon along with other Mindcraft stuff animals will be given away for the Prize Walk and much much more! There will be a Silent Auction with hundreds of items to bid on and enjoy. Be sure to stop by the main Stage, and catch the entertainment from some of the local Rising Stars in the community before they head off to Hollywood! For even more fun there will be a separate Karaoke Stage where you can join in and sing your favorite song to your heart’s content!!

If you are able to provide us with the business contact information, we will be happy to follow-up with the commercial entity in order to protect our parks while suggesting alternatives within the city for their use. The goal is not to take away opportunities for residents to stay active within the community—we simply want to ensure our parks are readily available for use and enjoyed by all residents without excessive damage and unnecessary closures.
The Board of Directors feels strongly that we must continue to work together to ensure that San Elijo Hills is well maintained and continues to be a premier community in North County. This year’s activities include face painting, crafts, bounce houses and delicious snacks. Also, the Easter Bunny promises to make a special appearance. So bring your cameras and be prepared to have some springtime fun with your San Elijo Hills Community!
HOA Board Meeting: Tuesday, April 21st
The next HOA Board of Director’s meeting will be held on Tuesday, April 21st at 6:00PM in the San Elijo Elementary School multipurpose room. All homeowners are welcome to attend. Agendas will be posted on the community website www.sanelijohills.net and at the Visitor Center prior to the meeting.
Trails Clean Up Day – Save The Date
The next trails clean up day is scheduled for Saturday, April 25th, 9:00a.m.- noon. Registration opens in late March. All volunteers will meet in town square. More details as well as the new event website will be announced soon. Students get community service credits for participating!
One-Way Streets in San Elijo Hills
Traffic flow is oftentimes an issue in the community, particularly around the Town Square where many of the streets are one-way. According to the CA DMV website:
Except when a sign is in place prohibiting a turn, a driver, after stopping as required, facing a steady red signal, may turn right, or turn left from a one-way street onto a one-way street. A driver making that turn shall yield the right-of-way to pedestrians lawfully within an adjacent crosswalk and to any vehicle that has approached or is approaching so closely as to constitute an immediate hazard to the driver, and shall continue to yield the right-of-way until the driver can proceed with reasonable safety.
For the safety of our residents, please be aware of pedestrians and oncoming traffic and yield the right-of-way!
