San Elijo Hills Community Association (HOA) Updates

COMMUNITY UPDATES & NEW STOP SIGN

The Board of Directors continues to work hard to invest back into our community!  The following projects are in progress and part their 2022 goals:

  • New lighted community sign for the north entry (across from DPS)
    • Sign is currently being fabricated for install later this year.
  • Fountain renovation – in progress
    • We expect the renovations to the basin of the fountain to be completed by the end of the month
    • The submersible lights inside the fountain are being upgraded
  • Fountain square landscaping – almost complete
    • The landscape renovations to fountain square are nearly complete. The new light fixtures at the corners (by olive trees) and under the trellis are on backorder, but we are excited to see this space lit up for the upcoming holiday season.
  • Fountain square electrical upgrade – complete
    • Equipment and infrastructure upgrades were recently completed to improve the reliability of our holiday lighting installations. 
  • Irrigation Infrastructure Renovations – in progress
    • Great progress continues to be made to update the community’s irrigation infrastructure. Programming and flow sensing of our new smart controllers is nearly complete which will allow the association to better manage its water usage.
    • Drip conversions and plant material renovations to a native, water-wise palette continue throughout the community. 
  • NEW Stop Sign – Sagewood Way & Crescent Place
    • As a result of a homeowner concern, the City is adding an all-way stop sign at this intersection. Install is expected in September.

SEH Drive-through Pumpkin Patch!

San Elijo Hills Community Association is bringing the pumpkin patch to you! We invite you to come down & drive through our contact-less pumpkin pick-up on Sunday, October 18th. Pumpkins along with a few decorating supplies will be included! There will be 2 pick-up locations in the parking lots of San Elijo Hills Park for each neighborhood district. Proof of Residency is required. Please arrive during the designated time as listed below:

Tree Trimming

Please remember to trim any trees growing over the sidewalks or dropping seeds or leaves. They can create unsafe conditions for people and pets (poor little puppy paws!). We appreciate your efforts in keeping the sidewalks and streets looking great!
Parking
Please do not park vehicles in a manner so they block the sidewalks or driveways.  This will ensure our little ones and pets are safe when using the sidewalks. We appreciate your efforts!

Canyon Trail

If you have recently been on the canyon trail, you may have noticed new areas to explore! The Board of Directors arranged for Papayrus plants and Pampas grasses to be cut and cleared to expose the beautiful arroyo area along the trail.  Families are now able to enjoy the natural topography and experience new adventures! Make sure to check it out!

Community Tile Project Update!

Our community tile project is wrapping up! We now have over 1000 tiles returned, and they look absolutely amazing! The deadline to return your tile to A Colorful Universe is officially June 30th.

Please make sure to read the instructions! We are receiving tiles drawn with markers and paints other than what was provided. Many of these materials will burn off when the tile is fired and glazed. 2020 Census

The Census needs a certain number of applicants per Census tract to count in the areas where they live. The link where they can apply directly is: //www.2020census.gov/jobs. There is paid training, $21/hr. + $0.58/mi. flexible hours, management positions and other positions up to $23/hr. + mileage in some cases. Dogs in the Hills

An increase in dogs off leashes has been reported in various neighborhoods, and especially on our beloved trails. While you may have a friendly pet, please consider the affects it may have on other trail users. A child or adult may be startled and ultimately injured from a dog running beyond their owner. Pet owners shall at no times allow pets to run unrestrained in common areas, streets, sidewalks or pathway areas and shall at all times have full and complete control over the animal. Please remember there is a $250 fine from the county (San Diego County Code Sec. 63.0102(b)(2)) for unrestrained pets.

Please pick up after your pets and remind your children to do so as well if they are responsible for the dog-walking duties. Don’t forget those common areas next to homes! Pet waste is probably the #1 complaint amongst our residents, so please be diligent and keep San Elijo Hills looking and smelling beautiful!

Water Conservation Project

Your HOA Board has been hard at work updating our irrigation system and landscape (to increase water conservation while enhancing the aesthetics of the community). This month they met virtually with three irrigation controller companies that can supply us with smart controllers to help with conservation and management. Our irrigation infrastructure is 15-20 years old and this capital improvement will provide substantial water and cost savings to the association. They hope to award the contract in the next couple weeks and get the work done before the summer heat. During the last couple weeks this project team has been focused on town center and getting all the missing trees replaced and the irrigation delivery systems updated as part of our conservation efforts. The next few weeks they will continue to focus on this area and the entrance to the community by updating the plant material which can be placed on drip systems, eliminating our overhead sprays and water waste.

San Elijo Hills Community Association: Important Message from the Board of Directors –

Dear Homeowners:
We hope you are staying well during these turbulent times. We would like to provide you with an update on recent events.
When all our lives were suddenly placed on hold in March, the Board had to cancel all San Elijo Hills community events as they were scheduled through September.  With restrictions on gatherings, we racked our brains on how to bring this community together, without actually being together. We understood hospitals and first responders were working longer than normal shifts, with closed cafeterias and closed coffee carts. Many of these heroes live here in our community and take care of our community when we need them the most. We were also hearing from our local town center restaurants that they weren’t sure how they would be able to survive the restrictions that have been put in place.
So, in April, the Association held an event to help our local first responders and our local San Elijo Hills town square restaurants.  The Association purchased food and coffee from our struggling SEH town square restaurants only (to help keep them afloat and to avoid having a ghost town again) and we provided that food and coffee to our first responders (to help keep their spirits up and show our community support). The total cost for that event was $19,337 or $6.42 cents per household from the events budget.  Not only did we receive an overwhelming amount of gratitude from our first responders and homeowners for this great event, but we also received a huge thank you from our local businesses.
Additionally, we were made aware that some San Elijo Hills families within the community whose children were receiving a free lunch meal Monday through Friday from the school, would not be receiving any assistance on the weekends. We therefore thought it to be a great idea to (in some small way) make certain that these children would not go hungry on the weekend.  Most of the funding for this meal program was from the monies that could have been lost and not refunded from the BunnyPalooza event.  We reached out to the vendor that supplies their services for Bunnypalooza and requested that rather than lose our deposit, they supply the meals to which they agreed. The total amount used from that deposit was $7,900.  We also asked ourselves how we could continue to support our local restaurants.  We spent $6,336 or $2.10 per household from the events that were already budgeted and cancelled through August.  Our thoughts were that having closed businesses in town square would hurt the value of our community and in turn the value of our homes collectively.
The money used for the Tile Event came from event funds and were paid to Colorful Universe.  Another way to keep our businesses alive and to keep our families engaged.  It was huge success and many of our residence enjoyed it.
The Board voted and approved the three events in an open general session meeting. We notified the entire community about these events in April and May (via Facebook, community mailers, eblasts, and it was posted on the community website).
We have since discovered there were a few members of the community that were very disgruntled by our efforts. They claimed we kept these events a secret and that we misappropriated funds from our events budget and have threatened to sue the Association, before even requesting any documentation that would easily quash this wild accusation. The Association’s funds were not misappropriated as this money was already budgeted and still spent on events.  Plus, these events brought a great deal of joy, pride, and support to the community

Message from Laura Fratilla – San Elijo Hills Community Association – Board President

Hi All,

I am the President of the San Elijo Hills Community Association. I wanted to reach out to say we have a great community with wonderful people who are helping one another.

At this time, I have a special concern for our elderly in San Elijo Hills. I would like to encourage everyone to reach out to their elderly neighbors (either by phone/email/note on the door). Let them know what you are willing to do to help them. All folks 65+ have been asked to self-quarantine.

I have reached out to San Elijo Hills Albertsons and requested that they have a time designated for seniors to shop during the week. Hoping this will minimize exposure for the older folks in our community. The manager told me he was going to try to get approval from corporate to implement that policy. I will keep you updated when they get back to me.

I also asked about ordering online with curbside pickup for all. He seemed to think that it was not feasible at this time but might consider it for the future.

Foam Party-TOMORROW!

Come join us this Friday in Town Square Park for a foam party! Dr. Bronner’s Foam truck will be coming out on Friday, June 14th from 12:30 pm-1:30 pm for a free foam party! The foam is biodegradable and made simply from organic soap, water, and compressed air. Take the family down for music, foam, and fun! Bring your towels and bathing suits or come as you are! Goggles are highly recommended.

Summer Luau

Aloha! The San Elijo Hills Community Association is kicking of summer with a luau! Come in your island wear to the lower softball field of San Elijo Hills Park on June 29th from 5pm-8pm! Experience the essence of the islands, and enjoy the music and Polynesian dancers performing throughout the evening. Food will be provided including Polynesian chicken, Kahlua pork, hot dogs, Hawaiian rice, Hawaiian Cole slaw, bread, and pineapple wedges! Hula on over to our tropical inspired carnival…enjoy inflatables, carnival games, and prize booth. This year will include a 90 foot obstacle course (our largest ever!), surf simulator, round up amusement ride, and first ever coconut climb! For our residents 21 and over, a beer garden has been added this year! If you don’t drink beer, we will have several varieties of wines! You must bring a valid state-issued driver’s license or ID. Four drink tickets will be given per household. No outside alcohol will be permitted into the event. Please remember to bring proof of residency to gain entrance into the event (i.e.: driver’s license with on-site address, utility bill, HOA statement, etc.). Unfortunately, we will not be able to allow you to enter the event without verifying residency. No guests will be permitted. No pets will be permitted. Movie in the Town Square-Friday, July 19th

The San Elijo Hills Community Association is hosting a FREE showing of Warner Brother’s The Lego Movie 2: The Second Part (rated PG) this summer! It’s been five years since everything was awesome and the citizens are facing a huge new threat: Lego Duplo invaders from outer space, wrecking everything faster than they can rebuild. The Lego Movie 2: The Second Part will be shown on Friday, July 19th at the Town Square Park in the town center. Pre-show activities will begin at 6:00 PM and the movie will start after sunset (around 8:30 PM). Remember to bring your low-back beach chairs and blankets for lawn seating! Exterior Paint

Many homes within the community are hitting that age where exterior maintenance is required. Some owners already received notices to have their homes or portions thereof painted. This year, the Association will start reviewing specific neighborhoods that are showing signs of age more than others and request the owners to commence the painting process. We encourage all owners to get ahead of the “enforcement process” and review the current condition of all exterior surfaces, including wood fences.  Exterior colors provided by the Builders are often outdated or incomplete. In an effort to assist our residents, the Association coordinated with Dunn Edwards to create color matches for most neighborhoods. Please remember; if you are painting any portion of the home, approval is required.  There are no approved paint schemes. However, we may have the color match for your home prepared by Dunn Edwards.  If you are planning on painting, please provide the Home Improvement Application, physical paint swatches identifying the specific locations they will be applied, and a photo of your home. The Architectural Committee evaluates the colors based on what will be in harmony with the immediate neighborhood, the house elevation as well as the community as a whole.  If you have any questions or would like more information on the Dunn Edwards colors, please email Liz McCardle at sehdirector@waltersmanagement.com or call 760-798-9015.

Save the Date! Rock the Block Party & Dance Competition

Let’s Party!!!! Join us August 23rd in the Town Square Park! Dance along to the music with our awesome DJ & dancers while taking in the light show. Our own “Club” SEH! Watch yourself or your friends on the live screen on our 1st ever 8×14 foot LED wall! If you want to send a shout out on the live screen during the event, a signup sheet will be available, so stay tuned as the event approaches. Want to show off your dance skills or showcase your flossing or best mates? This is your chance! This year we will have an official dance competition on our giant stage and catwalk! If you are interested in participating, make sure to come and sign up early. Space will be limited. Just come to the party? We will have interactive games (for all ages!), contests, tons of prizes, and more surprises! Winter Wonderland & Tree Lighting

LET IT SNOW! This year’s annual tree lighting is becoming a WINTER WONDERLAND! Please join us for this long standing tradition in the Town Square Park on Friday, December 7th. Festivities will run from 6:00 PM-8:30 PM with the tree lighting at 7:00 PM. This magical night will include some of these fun activities!

* Santa and Mrs. Clause will be here for pictures so make sure you are on his “nice” list! Don’t forget to bring your camera!
* A Colorful Universe will have an ornament painting station for only $5.00 per ornament. Stop by to create a one-of-a-kind decoration for your home! They also make great gifts for family.
* Holiday elves will join us to show off their artistic skills with balloons.
* Cookies, cider and hot chocolate will be served to warm your belly!
* Delicious food trucks will be serving up a variety of specialties available for purchase.
* The SEMS choir will perform Holiday inspired music throughout the night!

Holiday Decoration Committee

The Board of Directors will be kicking it up a notch this year!  Our new winter wonderland theme will continue on to the common areas of the community, and we need your help! Lighted wreaths will be hung on various street lights in the town center, which require decorating.  If you like to be creative and are looking for a way to participate in the community, we are putting together a group of folks to help decorate the wreaths.  Come join the fun! San Elijo Hills Women’s Club-A Night in Casablanca-November 17th!

Round up the usual suspects! The San Elijo Hills Women’s Club is gearing up for their largest fundraiser of the year. This year’s event, A Night in Casablanca, will take place on Saturday, November 17 from 6 to 10PM at the San Elijo Rec Center on Elfin Forest Rd. You will feel like you’ve been swept away to another era as you enter the courtyard and find the venue magically transformed into an upscale night club & gambling den complete with traditional casino tables from roulette to black jack, live music, heavy appetizers and a live & silent auction full of amazing products, experiences & services. Be ready for a night of fun, laughter, and partying with a purpose. All proceeds will go to Straight from the Heart – a local San Marcos organization that provides support services for foster families. This event is an important part of their funding each year, so be ready to give big and live large for the night! Tickets are only $75/each and will get you in the door to enjoy all of the fun, appetizers, drinks, play money and memories to last a lifetime. Turkey Classic

The 16th Annual Neighborhood Golf Tournament will be held on Saturday, November 24th.  You can organize your own four-some or we can match you up with the perfect partners for a great day of golf right here at the St. Mark Executive Course in San Marcos.  Hosted by the San Elijo Hills Foundation, this long-standing community tradition is something no one should miss. There are tons of great raffle prizes. The spirit of the event is light-hearted and fun. And, you just might win the coveted Turkey Classic Green Jacket & trophy. Come meet some new friends, get involved and make an impact in our community. It’s going to be a blast! Annual Meeting

HOA elections are coming up here in San Elijo Hills! This year’s Annual Meeting will be held on Tuesday, December 18th at 6:00PM at the San Elijo Hills Rec Center (1105 Elfin Forest Road, San Marcos, CA 92078).  Neighborhood Representatives are required to attend the meeting to ensure quorum is established and the votes from their neighborhood are counted.  Neighborhood elections are scheduled to be held on Thursday, November 15th at 10:00AM at the Walters offices in Carlsbad. To date, we only have 3 neighborhoods out of 30 that have received enough ballots to make the initial quorum requirement. So if you haven’t done so, please submit your ballot ASAP. Ballots can be mailed directly in the envelopes provided; or you can drop them off at the onsite office. All ballots must be received by 9AM on November 15th in order to be counted. Thank you to everyone who has already submitted their ballots!!

2nd Annual Menorah Lighting

Come celebrate our 2nd Annual Menorah Lighting! Bring your menorahs and head down to the town square park on December 2nd at 3:00 pm until 6:00 pm on the first day of Hanukkah! There will be kids activities, face painting, latkes, donuts, music and more! Bring a plain sweater or shirt to participate in our ugly sweater decorating contest…Hanukah style! St. Paddy’s Day Bash

Feeling lucky? Let’s get Irish…… One day early! Get ready for a Pre-St. Paddy’s Day party! The event will be held at Café Stoked on Friday, March 16th at 6:30PM.  Residents 21 and over join us for an evening of green! It will be a wonderful time to join friends and neighbors for food, music, dancing, drinks and fun! Don’t forget to wear green and come on down for a festive time! Attendance to this event is limited! Cost is $5.00/person. You must provide a check (no cash) payable to San Elijo Hills and deliver to Liz McCardle at the San Elijo Hills onsite office in order to reserve your spot! All reservations will be taken on a first-come-first-serve basis.

New forms have been created to streamline the review process and ensure that precise information is provided for a successful review outcome!  The Home & Landscape Improvement Application, Exterior Paint Improvement application, and Application for Solar Panels have been uploaded to the Walters Management web portal and Sanelijohills.net or you may request copies from the Management team.  These forms include checklists, so make sure to discuss with your hired professionals in advance, so that accurate plans are submitted. Bunnypalooza 2018!

Looking for egg hunters!! The Easter Bunny is visiting the Hills! The San Elijo Hills Community Association is having its Annual BUNNYPALOOZA on Saturday, March 24th at the Hilltop field of San Elijo Hills Park. This year’s event will include an egg hunt, bounce houses, face painting, crafts, photo-ops with the Easter bunny, light refreshments, and more! A DJ will be entertaining us with music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition!

BUNNYPALOOZA will begin at 9:30AM and run until 12:00 PM. The Egg Hunt will be split by different age groups in 10 minute increments beginning at 10:00 AM. Don’t forget to bring your own basket to collect your eggs and a camera to take pictures with the Bunny! Hope to see you there! Motorized Vehicles

Motorized Dirt Bikes, ATV’s and other motorized vehicles ARE NOT allowed on HOA property, the trails or private streets in San Elijo Hills. Building dirt bike jumps and similar activities are also not permitted. Any known violators will be charged with the cost of repairs. There are a variety of public lands in California that are open to managed OHV recreation. Check with your local land management agency regarding legal riding areas and local regulations. There are many privately owned and operated motocross tracks throughout the state. A list of riding opportunities on public lands can be located at http://www.ohv.parks.ca.gov/

2017 Annual Meeting Election Results

In accordance with Section 13(k) of the San Elijo Hills Election Rules and Procedures, we are pleased to announce that the following Members were elected to the Board of Directors during the Annual Meeting of Neighborhoods:

Elliot Herman (2-year term)
Halé Richardson (2-year term)
Michael Quinn (1-year term)

Board members, Laura Fratilla and Katherine Bond will continue to serve on the Board for the remaining year on their terms.

The Annual Meeting of Neighborhoods was held on Tuesday, December 19 at 6:00 p.m. after due notice was given to the Neighborhood Representatives and all community members. We appreciate the participation of all those that took the time to turn in ballots.

The next regular Board of Directors meeting will be held on February 20, 2018 at the San Elijo Hills Recreation Center, located at 1105 Elfin Forest Road San Marcos, CA 92078. All homeowners are welcome and encouraged to attend.
