Oct. 26 Traffic Alert: San Marcos Creek Project

Dear SMUSD families, 

The San Marcos Creek Project team, a project of the City of San Marcos, reached out to SMUSD staff today to share there will be some construction taking place tomorrow on the San Marcos Creek Project that will affect before and after school traffic. 

Traffic Delays:  Beginning at 4 a.m. on Tuesday, Oct. 26, construction crews will begin pouring over 40,000 cubic feet of concrete for the Bent Avenue bridge structure and continue throughout the day. Work is expected to be completed the same day. Access to all neighborhoods and driveways will be maintained.

Here’s a look at what to expect during the concrete pour: 

  • Around 150 concrete trucks and construction vehicles will be entering and leaving the site near Via Vera Cruz and the Creek Area starting at 4 a.m. and ending that evening
  • Flaggers will be present on Via Vera Cruz to assist construction trucks on and off the road.
  • Slower travel times; please avoid the area if possible 

**Please adjust your route to school, or leave extra early to avoid delays caused by the construction tomorrow.

San Marcos City Council names new San Marcos Creek Project park “Paseo del Arroyo”

At their meeting on May 25, the San Marcos City Council voted unanimously to name the new 3-acre park being developed as part of the City’s $104 million San Marcos Creek Project, “Paseo del Arroyo,” which translates to “Creek Walk” in English.  This action comes after a four-month process involving community input and review by the Parks and Recreation Commission before the name recommendation was sent to City Council. The San Marcos Creek team will continue to make progress on the project, including the construction of the new park, which is expected to be complete in Spring 2023.

“This park’s new name is something all residents of San Marcos can be proud of,” said Mayor Rebecca Jones. “This action taken by our City Council is a milestone in the San Marcos Creek Project that gives us the opportunity to look back on our City’s past while also envisioning the future of our community together.”

About the park naming process

The City’s Parks and Recreation Commission considered the following categories in their name recommendations:

  • Individual: The park is named in recognition of a community member who has contributed significantly to the quality of life in San Marcos or has provided a substantial donation towards construction and/or maintenance of the park, recreation or trail in the community.
  • Organization: The park name pays tribute to an organization which has provided a substantial donation towards construction and/or maintenance of the park.
  • Neighborhood / geographic location: The park name is identified by the geographic location, surrounding features or common name the area is known by in the community.
  • History and community character: The park name provides a link to San Marcos’ history and character.

Community members were able to send their recommendations to the Parks and Recreation Commission in February and March. After review of the proposed names and written narratives to support the nominations, the Commission narrowed their selection to two recommendations which they sent to the City Council.

The name “Paseo del Arroyo,” which translates to “Creek Walk,” was submitted by a community member who envisioned fusing the area’s Spanish Heritage into the park name.

The Parks and Recreation Commission agreed with these sentiments, stating in the staff report, “Our Hispanic community has also provided significant contributions to our city’s thriving economy. We feel it is prudent that this park’s name be in Spanish as an opportunity to reflect to our city’s shared heritage and represent the people that live in the heart of the city.”

About Paseo del Arroyo Park
The 3-acre park is adjacent to the San Marcos Creek and Discovery Street, between Bent Avenue and Via Vera Cruz. The new park will feature:

  • A .65-mile trail
  • A playground area
  • Interpretive signs
  • Vistas/Overlooks
  • 100, 15-gallon trees
  • Solar pedestrian lighting
  • Picnic tables and seating
  • Gathering spaces

The park was designed for nearby residents and guests to walk or bike to, so they can utilize the surrounding 1.2-mile trail, enjoy a small playground and take in views of the Creek. There is no plan for a parking lot or on-street parking spaces as part of this project. Its location will provide a new level of access to the Creek and the surrounding preserved habitat. Dogs, on leash, will be allowed along the trail and within the park.

About the Creek Project

In addition to creating new outdoor spaces for San Marcos residents to enjoy, the Creek project will add the needed infrastructure to relieve long-standing flooding issues and improve traffic circulation while revitalizing and preserving the San Marcos Creek. The project will: 

  • Minimize flooding risks 
  • Preserve and enhance creek habitat
  • Build the new Paseo del Arroyo Park, trails and gathering spaces

Construction crews continue to make progress on the project, which started active construction in Spring 2020 and is expected to wrap up in Spring 2023.

Bent Avenue to Close June 30 for San Marcos Creek Project Construction

Construction Crew To Close Bent Avenue Between Discovery Street and Creekside Drive

San Marcos, CA—Construction continues on the $104M San Marcos Creek Project with the closure of south Bent Avenue between Discovery Street and Creekside Drive on Tuesday, June 30. The closure will allow for the roadway on Bent Avenue to be raised eight feet and the construction of a bridge over the Creek to prevent flooding. Bridge construction is expected to last a year.

Detours will be clearly marked, and businesses will be open. The City will post current road closures and detours on Waze to help motorists navigate the area. To learn more about the detours in place, watch the latest active construction update video.

In the coming weeks, additional roadwork is also anticipated in the project area, including work on Via Vera Cruz, between San Marcos Boulevard and Discovery Street, and work on Discovery Street, between Via Vera Cruz and Joy Court. Exact timing and details will be shared on the Creek project webpage when available.

What To Expect

Construction hours are Monday through Friday from 7:30 a.m. to 4:30 p.m. In some areas of the Creek Project, construction hours may begin earlier than stated.

In the construction zone, please be mindful of the reduced speed limits. Drivers must adhere to the 25 mph speed limit for the safety of construction crews and others. Please remember to Honk Less and Wave More to keep San Marcos roads safe and friendly.

Amid the COVID-19 outbreak, construction crews are taking all recommended precautions to stay healthy and safe by following the guidance from public health officials, practicing social distancing and frequent hand washing on the construction site. San Marcos Creek project

On Sept. 24, 2019, the San Marcos City Council awarded a contract so construction can begin on San Marcos Creek project to increase the San Marcos community’s access to and enjoyment of San Marcos Creek. Construction is anticipated to begin in the winter of 2020 and is anticipated for completion in 2022.

About the Project 

If you’re not familiar with the project, it is adjacent to the San Marcos Creek, with the following boundaries:

  • West San Marcos Boulevard to the North
  • Grand Avenue to the East
  • Via Vera Cruz to the West
  • Discovery Avenue to the South

The project will solve a long-standing problem of flooding in the community, by raising the roads and bridges in the project area. This is in addition to adding open space by preserving creek habitat and providing a walking trail, vistas to the creek and a park for the community to enjoy.

Community Outreach

The City’s project team has hired JPW Communications to assist with communications and outreach to the community throughout project construction.

As part of our early outreach, JPW would like to share information with you about the project (see attached fact sheet). We encourage you to read through this information and the following ways to stay updated on the project throughout construction.

The City will also host a public meeting on Tuesday, Oct. 29 from 6 to 8 p.m. at the San Marcos Community Center, so please save the date. The meeting will provide an opportunity to hear more information about the project, construction schedule and how to stay informed throughout construction.

Construction of San Marcos Creek Improvements Moves Forward

At its Sept. 24, 2019 meeting, the San Marcos City Council voted to approve a notice to award for Sema Construction to serve as the primary construction contractor for the San Marcos Creek Project. The project, once complete, will minimize flooding risks, preserve and enhance creek habitat, and build a new park and trails. The project will also provide critical infrastructure needed to support future growth in the area.

Following this approval, the City of San Marcos project team will continue community outreach about the project, finalize the construction timeline, mobilize the construction team and start active construction in early 2020.

“We are pleased to move forward with a project that will solve a long-standing issue and provide tremendous value to the community in the future. At the same time, we understand that construction in one of our core areas will cause temporary inconvenience,” said City of San Marcos Project Manager Isaac Etchamendy. “The City is committed to being a good neighbor and proactively communicating with residents throughout construction.”

Project Features and Amenities

  • Raised roadway and new bridges over the San Marcos creek along Bent Avenue and Via Vera Cruz to reduce flooding and enhance safety
  • Widened Discovery Street to four lanes with a bike lane on the south side
  • Additional sidewalks and bike facilities
